• Server-side enforcement: monthly quota for free (250 calls, 10 symbols), credit metering for pro (50 symbols), durable 60/60s burst limit, enriched /verify with plan/status/features/quota.
• Retired get_bars/enrich_symbol as public tools; the public surface is derived-only.
